Number of  Courses Offered by Arkansas Small Schools

            Consolidation proponents convinced the public that consolidating schools would do two major things:  save the state money and allow schools to offer a wider selection of  courses.  It is evident now that both of  these premises are based on fallacy.

            The House and Senate have passed a funding bill, SB42, whose chief sponsor,  Senator Dave Bisbee, who has consistently supported  consolidation,  said in response to a question by Speaker Cleveland concerning this funding bill:  “Consolidation will not save the state a penny under this  bill and formula.”  This debate on savings from consolidation has been waged now for months.  Back in Februay 23, 03, unwilling to face this truth, the Arkansas Democrat Gazette had this to say about Ray Simon’s early admission to the truth  “Faced with the need to consolidate school districts despite all the diehard opposition out there, and pressed for answers every day, Ray Simon may on occasion start speaking before putting mind in gear. That’s when he says things like this when people ask if school consolidation will really save money:  ‘The purpose is not to save money.’”  Feb. 23, 03.   

        Consolidation proponents also argue that consolidation will allow the smaller schools to offer more courses. However, the adequacy experts said 38 courses would provide students an adequate education.  Most legislators don’t have a clue as to how many courses these small schools are offering.    Of  the 500 schools targeted for consolidation,  the average number of  courses offered is  49.  Thirty-seven of  those 500 schools to be consolidated are offering 50 or more courses, and 11 are offering 60 courses or more.   Only two schools offer less than 38 at this time. ( There are 5 others I don’t have information on at this time.) How is consolidation going to cause schools to offer more courses when they are already offering an average of  10 courses more than the Adequacy study recommended?
