*Ratings are given like they were given on Project Vote Smart ( a non partisan organization) website. “ Project Vote Smart collects performance evaluations from special interest groups who provide them, regardless of issue or bias.” Some groups gave ratings for only certain years, and some by two year average. If an average was given for two years, that score was given for both years. They weren’t just selectively chosen.
